Tag filtering issues in the Create Object Palette

Problem

• When people select a type of entity and then a filter specific to that entity (such as Unit or Military), change to a different entity filter, and then return to the first entity filter, those entity-specific filters are not still applied.
• When people use the Not setting on a tag, they are unable to clear it.
